This is a project I led to create provide a feasability assesment and implementation plan for the Next Round of the New gTLD Program. The program was estimated to cost about $400M. This Operational Design Phase consisted of a cross functional team of over 50 team members and took 11 months to complete. The result was a 400 page report called the Operational Design Assessment. A shorter community friendly implementation plan was created later. |

The New gTLD Program was a $330M expansion of the internet Domain Name System. 1930 applicants submitted applications to operate a Top Level Domain (TLD). These applications underwent fiancial and technical review as well as several specialized evaluations. Over 1200 of these applicants successfully completed the process and contracted with ICANN to operate these new TLDs. I managed several parts of the program from 2012-2017. I tookover operation and management of the program in 2018. |

I worked with a small internal team and a vendor that specialized in game theory to develop the TLD auction process. This process was created to resolve contention between applicants that applied for the same TLD. A total of $232M was raised over the course of 17 auctions. |

I developed this process to securely change data on an application. There were several conerns about applicants gaining the system which added complexity to this process. During the program we processed almost 4000 chagne requests. |

Community Priority Evaluation |

I was a member of the team that operated the Community Priority Process. This was a special procedure by which a qualified applicant could avoide going to auction. The assessment was provided by a 3rd party. This was a very contentious process that resulted in several complaints and litigation. When I took over the process, I worked with the legal team to address litigation issues. |

I developed the Customer Support Center (later Global Support), hiring and training staff, and developing the customer support processes and materials posted on the website. Due to complexities of the New gTLD Program, a high percentage of customer service cases required escalation to the legal department and Program Steerin Committee. |

Pre-Delegation Testing was a technical evaluation performed by an international 3rd party. I worked with the vendor ensuring quality of the service provided and negotiated contract terms during bi-annual renewals. I also redesigned the testing process to improve efficiency and accuracy and automate a larger portion of the process. |

My team managed this process by witch applicants and community members could file objections or disputes about a particlar applicant or application. These trannsactions were handled by 3rd party dispute resolution providers. My team manged the 3 vendors and were responsible for ensuring that procedures were approprately followed and reported. |

Contracting and the Registry Agreement |

I led the team that processed contracts with Registry Ooperators. WhenI took over the process, it took approximately 16 weeks to complete a contract. By reviewing the process and redesigning, we were able to shorten the time to 5 weeks and eliminate 50% of the touch points. |

Continuing Operations Instrument |

The Contnuous Operations Instrument (COI) was a method by which contracted parties provided a Letter of Credit or Escrow Agreement that would fund services in case of an service failure. My team manged these documents which had a value of $150M. These documents required special processing to manage, maintain, and release. Over the course of several years, we were able to change the operational process to allow us to eliminate these docuents and eliminate the risk and cost of managing the documents. |

WHOIS ARS Phase 2 Cycle 6 Report |

My team managed reporting for the WHOIS Accuracy Reporting System (ARS) report. ths was an analysis performed by a 3rd party sampling the accuracy of domain name registration data. I managed the contract of the vendor and worked with the to adjust the reporting and testing methodology as privacy regulations (GDPR) changed. |
